Senate Bill 9 was hailed as a serious win for housing in California when it passed in 2021. Research suggested that over time the bill, which effectively rezoned every single-family lot in California for up to four units, could generate some 700,000 new homes in the state. But a year after the law took effect, it's had limited impact, according to a new study from UC Berkeley's Terner Center for Housing Innovation, a housing policy-focused think tank. Terner Center analyzed utilization of SB 9 in 13 cities that, on paper, appear especially inclined toward use of SB 9 — where accessory dwelling unit production has been high, or where the cost of land makes SB 9 units especially financially attractive.
